The SRU law applies to the commune as a whole — the 25% line is a reading anchor here, not a per-arrondissement obligation. Paris-wide, the most recent official rate is 24,5% (2024); the breakdown above is the 2019 vintage, the latest published as open data (APUR).
SRU deadline : The 25% social housing target (SRU law, amended by the 2017 Égalité et Citoyenneté law) was to be met by 2025. The 2022 3DS law has made the obligation permanent and toughened sanctions against non-compliant municipalities.
