The Forney library appears in the municipal bulletin as early as 1900, when the City allocates it one of four copies, bought at 10 francs each, of a work by Maurice Guillemet distributed among several libraries and schools. In 1928, it appears on the list of municipal libraries under the name "central library of applied art and industrial technique", located at 12 rue Titon. The 1960s were the years of the move: in 1966, the Council invited the Prefect of the Seine to hasten the transfer of what remained of the library to the Hôtel de Sens, the vacated premises being intended to house two school cafeterias for the school group on rue Titon. In 1969, the bulletin recalled that the Conseil municipal had voted in March 1967 the works credits for the Hôtel de Sens in order to transfer the Forney periodicals there, the former premises being intended for the extension of the Titon school group.
